Interesting concept from a political standpoint, but the big question is, "Who's in charge"?

For a relatively unknown author......this book was a very good read! Highly recommended.

This book is about a section of the US constitution that says Congress has the right to issue a 'Letter of Marque and Reprisal'. This fiction book deatails the envents after a teriorst attack on a US flaged Commercial vessal, when Congrees issued an order to a Navy Aircraft Carrier for them to attack when the President has issued an order directing them not too. This is a very interesting book.

I prefer a little more action. The book was a little slow for all the dialogue, but the dialogue was interesting in that this book predates 9/11. A lot of the ideas about terrorism, and pending terrorism. It made the author look like a psychic... At any rate there were some excellent points made about our government, liberties, freedom, etc.
