Fantasy/Paranormal romance by G.A. Aiken (aka Shelley Laurenston). Third in series. Queen Annwyl sends her dragon brother in law Gwenvael the Ruiner to meet and negotiate with "The Beast" of the Northlands. Except The Beast is really reserved, cunning and deceptive Dagmar. I love this series! The romance is Hot, the characters all flawed, but likeable, the plots are solid. There is plenty of funny, family dysfunction. Great read. Read it in one day. The only bad part, is now its done, and I wish there was another in the series to start.
