Silver is the director of EmNet (a worldwide emergency response network comprised of Changeling, Human, and Psy) under the umbrella of the Trinity Accord. She is also Silent. The Trinity Accord is a group of Changeling, Human, and Psy whose goal is to work together, get along, and integrate all 3 into society. But not everyone is on board. There is the Consortium (a mystery group of the rich and powerful- who want to be more rich and powerful; members are unknown) and a new group- HAPMA (a group of humans who hate the Psy).
The focus of this book is Silence and Valentin. Valentin is the Changeling Alpha of StoneWater; a clan of bears. He is in love with Silver and does things to get her attention. After a failed assassination attempt on Silver, he is able to get closer and Silver gradually falls in love with him. Their romance was enjoyable to read. I loved Valentin's name for Silver: Silver Fucking Mercant.
While the romance was the main focus of this story, there are other things going on
