This is Lena's (Honoria's sister) and Will's (Blade's right hand man) story. Will is a verwulfen (werewolf) and he was sold by his mother as a kid. He was enslaved, made to perform,and tortured to show off his healing abilities. The verwulfen is seen as less than human by the ruling blue bloods.
Lena was at the cusp of her come out when her father was murdered. There is some conflict with her sister (she felt ignored by their father because she wasn't as smart as Honoria or a boy). In an attempt to reclaim her past, her half-brother Leo agrees to sponsor her.
Lena has motivations and one is to try to take down the Echelon (the ruling blue bloods). They do whatever they want and damn the consequences or who they hurt. Laws don't apply to them. She becomes a spy for the humanists, who want to level the playing and treat everyone as equal. However not all is as it seems.
The is another group in France (the Illuminists) trying to eliminate all supernaturals. They believe that all supernatural are evil and need to be eliminated. The Echelon are concerned about this group and are seeking an alliance with the Scandinavians. Today they could be strong and present a united front. However, the Echelon's treatment of the verwulfen, present a problem. Will is nominated to be the Echelon's ambassador. In exchange, Will gets freedom and recognition for himself and people (it is legal and encouraged to enslave the verwulfen).
There was so much going on. The Humanists vs the Echelon vs the Scandinavians vs the Illuminists. Once I started, this was difficult to put down. This was better than previous book because I was already familiar with the world.
This introduces a few more characters; Mercury (the leader of the Humanists and may be more then 1 person), Rosalind, her brother Jack, and Ingrid (a verwulfen and maybe Jack's mate?), Astrid (part of the verwulfen Scandinavians).
Next book is Rosalind (I really liked her in this book) and Sir Jasper (captain of the guard).
