Monica is one of this best profilers the FBI has. She had something very bad happen (VBH) to her when she was a teenager. As a result, she's walled herself off from other people, not having friendships. Luke is newly accepted to the elite FBI unit. Luke has had his own trauma from childhood. And (not surprisingly) he and Monica have a history.
Monica is able to let her guard down (and vice versa). It does take the whole book. This was nicely action packed and a nice reveal. I did think some of the sexy times were misplaced (y'all are hunting a serial! But let's bone first!). Luke was a little too "in your face" at times, Monica a little too "hands off bitch." But no one behaved too stupidly and Monica kicked ass.
