This is one of my favorite of the Falco series. I greatly enjoyed it. In Rome, Falco and his father find a decaying corpse. However, the path to the discovery of the murderer leads to the province of Britannia, where Falco has been before. It was very interesting to read how the Roman Emperor is making an effort to "Romanize" this (relatively new) province. Gets rid of lots of myths -- such as that the Romans oppressed their subject people. Yes, both civilians and soldiers caught in battle became slaves, but otherwise the common people were left mostly alone, with a Roman governor and some legions. Reminds me a bit of the situation of the British Empire with British India. Romans felt it was their "duty" to "civilize" the conquered people. The mystery is pretty good too. I think you'd enjoy this book.
