The chief government of Batavia, and of all the possessions of the Dutch East India Company in Asia, is vested in the council of India, with the governor-general at their head. This council consists, besides the director-ge- fteral, of five ordinary counsellors, including the governor of the Cape of Good Hope, nine extraordinary counsellors, and two secretaries. Five of the extraordinary counsellors are governors of the out-factories of the north-east coast of Java, Coromandel, Amboyna, Ceylon, and Macasser. This council determines affairs of every kind, those which relate to the administration of justice, alone excepted. Yet in civil matters, an appeal may be made from the sentence of the council of justice, to the council of India.
