"Laura Sibbie is in her last month of sixth grade when she finds a cap with the words "Pig City" on it at a garage sale. Inspired by the mysterious words on the hat, Laura and her two best friends start a secret club at their school, carefully selecting members based purely on like/dislike and "can they keep a secret?" issues. Also, Laura begins to sneak into the classroom and write anonymous "pig" messages on the blackboard, risking her teacher's punishment of copying dictionary pages. Laura feels important and respected because of her risk-taking.
From secretly watching Laura and her friends talking, Gabriel finds out about Pig City and writes Laura a note, promising not to tell anyone about the club, but secretly hoping that she will invite him to join, since he has a secret crush on her. The note is changed by a third-party who dislikes Laura and, following a series of secretive events, Gabriel creates a rival secret club called Monkey Town. The two clubs fight (in secret) for control of the club market, each trying to outwit the other with their intelligence and strategy (which is really arrogance and pride). The messages on the blackboard are no longer praise for pigs and monkeys, but bastardized versions of their originals.

Pigs Rule! When Laura Sibbie starts a secret club at school, she calls it Pig City after the funny hat she always wears. To make sure that none of the members tell anyone else about the club, Laura makes them tell her something totally embarrassing as "insurance." She promises to keep the insurance secret, unless someone talks about Pig City. . .
Gabriel, who never tells on anyone, would be a perfect member of Pig City. He wants to join, too. But when Laura asks him, something goes totally wrong! Now there are two secret clubs in Mr. Doyle's sixth grade class, and guess who is the head of the new club-Gabriel. Watch out, Pig City! Here comes Monkey Town!
