Richard E. Hughes (born Leo Rosenbaum) was an editor of the American Comics Group during its entire history from 1943 to 1967. He also authored most of their stories from 1957 to 1967, under a variety of pseudonyms. His most famous character was Herbie Popnecker, created with artist Ogden Whitney.He died in January 1974.
