PRECINCT SIBERIA IS THE TOUGHEST PART OF A TOUGH TOWN. IT IS ONE OF THOSE SUBURBS OF NEW YORK WHICH IS SO RAVAGED THAT THE INHABITANTS HAVE BURNT DOWN THEIR OWN HOMES IN AN EFFORT TO BE RE-HOUSED BY THE CITY.
