If you're thinking of writing a book, Elizabeth Lyons did a great job putting this together. It's very clear and concise.

Flipping through this book, it appears still relevant to me but there are no wishes for it so I will return it to the 'free' book truck at the branch library for someone else to pick up.
To find a publisher (or agent) one MUST submit a proposal. Ms. Lyon goes through the 13 or so steps the author must take (such as concept, about promotion, chapter summaries, etc.) before packing the proposal in a mailing box. Sample chapters are offered, never the entire book even if you have it in hand.
There is an excellent annotated bibliography of sources such as a book about writing non-fiction for kids, a guide to the publishers that purchase illustrations for kids' books, etc.
