Harry Mudd is up to his usual disruptive behavior, even though it appears he has negotiated a peace treaty between two warring planets. The maguffin here is obvious pretty early on, and the reader's awareness of it takes the emotional punch out of much of the subsequent action. Once the characters catch up with the reader, it becomes pretty much how-do-we-solve-this-problem Trek.
