Why does PBS state that any Media Mail weighing over 10 oz and more than 1/2 inch thick must be mailed from the Post Office?

I have searched the USPS website and it states that any Media Mail over 13 oz must be mailed from the PO.  It does not mention the 1/2 Inch thickness.

Just about every book will be over 1/3 inch thick.

Why the contradiction in weight?
