I felt I had been waiting for Jeff's story forever, and sadly, it did not live up to the first two. That being said, it was still pretty good. We finally get Jeff's back story and it is heartbreaking, and surprising to see how he has held himself back for so long. Collin has had a crush on Jeff for a long time and the fact that he has a thing for high maintenance guys makes Jeff seem perfect for him. You learn a lot about HIV infection and what HIV infected partners have to do to make a relationship work.
Now for the not so good. Unlike Keeping Promise Rock witch was mostly Deacon and Crick's story, and Making Promises which was all Shane and Mickey's story, Living Promises was everyone's story. We popped into the heads of other characters, which in some case was pointless and added nothing to story, and a decent part of the book was dramatic Deacon's story. I really felt there was enough drama in Jeff and Collins' lives to make a complete book, so in that respect I felt a little cheated.
We do get a hint that Benny and Andrew might have a happy ending, and that made me smile.
Still a keeper, have no doubt, and I liked it better on the second reading, but it is not my favorite of the three.
