The book started out slow. It seemed that the first 100 pages or so were more focused on worldbuilding and introducing the characters, and not so much on plot. Once the author decided to start writing plot, it got much more interesting.
The book starts off slow, but it is building the backgrounds of the main characters. (If you've read a book in the series without reading this one, you will find out where Tovera came from.) The rest of the book is a fast-paced read and is excellent.
I highly recommend this book.
Warning: There is some gratuitous violence and prejudicial attitudes that might put someone off.

Takes quite a while to get started. Pretty slow until about mid-point. This is the first of the series
