Because of Queen Victoria, three royals, Kaiser Wilhelm, Tsar Nicholas, and George V are first cousins. However, the other royals weren't able to keep Wilhelm in check. It really sounds more like he had a mental illness instead of only an over-compensating personality to his congenital disability.
