As the Sahara gradually encroaches on North Africa, an engineer sets out to flood the northern Sahara, thus creating an inland sea. But, this bit of strategic enterprise is not without numerous tactical drawbacks: environmental and cultural as well as political. As with many of his stories the problem posed is ultimately solved by a cataclysmic event: what else but another earthquake. Nonetheless (excepting the earthquake), the novel is based upon historical proposals to create this inland sea and the ramifications that the proposal caused.
