Excerpt: And then, as to the matter of religion, " All divines," proceeds his lordship, " do agree, that if conscience be to be enforced (wherein they differ), yet two things must precede its enforcement; the one, means of information, the other, time of operation; neither of which they (the Irish) have yet had.
