Early chapter book, back cover lists it as for 7 to 9 year olds, which seems about right to me. Kind of an uninspiring book, (I did get all the way through), main plot centers on Harriet's attempts to find her aunts, with no help from dad (not much of an explanation why not) and all pre-internet (it was written in 1990, I suspect thanks to Smith's Botswana series these were re-issued in the mid 2000s), couldn't see the same charm in the people that the Botswana series had, although there seems to be a lot of tea-drinking by adults.
