I was overwhelmed with governmental agency names and names of heads and responsibilities during the first third of this book. But I persevered and said, "This must be how gt operates. William Cohen should know. So, although frustrating, I found it instructional. There is a hero and he is given mostly carte blanche. I don't want to give away the ending; but, the book moves faster as it progresses and becomes more interesting. For me, it asks questions such as, What if we don't have a hero who thinks outside the box? What if we don't have a president who rises above politics? Do some gt secrets need to be kept from the people and the press? and Why do the masses react so untrustingly and maybe irrationally?
