CWIRP conducted a series of exercises called Baltimore Exercise (BALTEX) that consisted of tabletop, functional, and workshop formats to assist members of the functional groups in recognizing the magnitude of a chemical incident and to identify the key issues that needed resolution. The issues covered in the Playbook are intended to be applicable to the majority of jurisdictions across the country (large, small, metropolitan, rural). The Playbook is written to be as generic as possible. It is divided into sections that focus on the sequence of response to a chemical incident.
