Contents of the NPR report include: The Changed and Changing Nuclear Security Environment; Preventing Nuclear Proliferation and Nuclear Terrorism; Reducing the Role of U.S. Nuclear Weapons; Maintaining Strategic Deterrence and Stability at Reduced Nuclear Force Levels; Strengthening Regional Deterrence and Reassuring U.S. Allies and Partners; Sustaining a Safe, Secure, and Effective Nuclear Arsenal; Looking Ahead: Toward a World Without Nuclear Weapons. The 2010 Nuclear Posture Review (NPR) outlines the Administration s approach to promoting the President s agenda for reducing nuclear dangers and pursuing the goal of a world without nuclear weapons, while simultaneously advancing broader U.S. security interests. The NPR reflects the President s national security priorities and the supporting defense strategy objectives identified in the 2010 Quadrennial Defense Review. After describing fundamental changes in the international security environment, the NPR report focuses on five key objectives of our nuclear weapons policies and posture: Preventing nuclear proliferation and nuclear terrorism; Reducing the role of U.S. nuclear weapons in U.S. national security strategy; Maintaining strategic deterrence and stability at reduced nuclear force levels; Strengthening regional deterrence and reassuring U.S. allies and partners; and Sustaining a safe, secure, and effective nuclear arsenal. This NPR places the prevention of nuclear terrorism and proliferation at the top of the U.S. policy agenda, and describes how the U.S. will reduce the role and numbers of nuclear weapons. At the same time, as long as nuclear weapons exist, the U.S. must sustain a safe, secure, and effective nuclear arsenal - to maintain strategic stability with other major nuclear powers, deter potential adversaries, and reassure our allies and partners. The NPR calls for making much-needed investments to rebuild America's aging nuclear infrastructure. As a bonus, the disc provides a reproduction of the book, Nuclear Matters: A Practical Guide. This document is an expanded and revised version of the earlier Nuclear Weapons Stockpile Management Handbook and the Nuclear Weapons Council Handbook. This book is intended to be an unofficial reference that explains the history and development of the U.S. Nuclear Weapons Program as well as the current activities associated with sustaining the U.S. nuclear deterrent.
